The inspector is most likely flagging an unsealed air path between the soffit (dropped ceiling) and the wall cavity behind it.
Per IRC M1601.5 and G2407.5, any cavity that connects to a wall chase or ceiling space used for HVAC return air must be properly sealed to prevent:
- Unfiltered air bypassing the furnace filter
- Fire spreading through concealed spaces
- Insulation/debris falling into the HVAC system
What to fix: Seal all gaps between the soffit framing and the wall behind it using:
- Fire-rated caulk or foam (for gaps >1/4")
- Metal flashing sealed with mastic (preferred for larger openings)
- Drywall or plywood to fully close the opening, then tape/mud
If the soffit is meant to be a return air plenum, it must be constructed per SMACNA IAQ Guidelines — smooth interior, accessible, and sealed.
Quick fix: Close the opening completely with drywall and fire-caulk all seams. This satisfies safety and air quality requirements.
If you intended an open return, you’ll need to frame it properly as a listed return air pathway with proper filtration.
