The difference is wind load, specifically hurricane resistance. Florida Building Code (FBC) — based on IBC Chapter 16 & 21 — treats masonry as a structural system resisting uplift and lateral pressure, not just gravity.
Key FBC/IBC drivers:
- Grouted cells & vertical rebar (FBC 2101.2, TMS 402/602): Required for reinforced masonry design. Ungrouted block relies on mortar bond only (~50 psi tension). Grout + #4/@32" or #5/@48" develops the wall’s full tensile capacity to resist out-of-plane wind pressure (Components & Cladding loads per ASCE 7 Ch. 30) and uplift on the roof diaphragm.
- Tie beams / Bond beams (FBC 2104.3, 2104.4): Mandatory at roof level, floor levels, and top of walls. They act as diaphragm chords/collectors tying walls to the roof/floor diaphragm (FBC 1604.4, 1604.9). They distribute uplift forces into shear walls and provide continuous load path to foundation (FBC 1604.10). Northern codes (IRC 606) often allow unreinforced masonry for low-seismic/low-wind zones.
- Lintels (FBC 2104.5): Must be reinforced concrete or steel designed for combined gravity + uplift (negative moment) from wind suction on openings. Northern lintels often only check gravity.
Prescriptive path (FBC 2101.2.1 / IRC R606): Even the "simplified" tables (e.g., Table R606.11) require grout, rebar, bond beams, and lintel reinforcement for Wind Speed ≥ 130 mph (Exposure B) or Risk Category II/III. Most of Florida is 150–180 mph.
Bottom line: Up north, block is often veneer or non-structural backup. In Florida, it’s the primary lateral-force-resisting system. Skipping grout/tie beams/lintels = no continuous load path = roof blows off. Permit will fail plan review.
