We're putting up frame scaffold to paint a three-story stairwell atrium, working platform about 22 feet up.

For a frame scaffold with a platform at 22 feet (well over the 10-foot trigger), 29 CFR 1926.451 requires the following on the scaffold itself:

1. Fall Protection (Guardrail System) — 1926.451(g)(1), (g)(4)

• Top rail: 38–45 inches above platform, withstand 200 lbs downward/outward.
• Midrail: Halfway between top rail and platform, withstand 150 lbs.
• Toeboards: Required on all open sides where tools/materials could fall (1926.451(h)). Minimum 3.5" high, withstand 50 lbs.
• Note: Personal fall arrest systems (PFAS) are an alternative only if guardrails are infeasible (rare on frame scaffolds). Guardrails are the standard.

2. Access — 1926.451(e)(1), (e)(8)

• Integral ladders (built into frames) or attachable ladders/stair towers required. Climbing cross-braces is prohibited.
• Bottom rung ≤ 24" above supporting level.
• Rest platforms every 35 ft (not applicable at 22 ft, but good practice).

3. Platform Construction — 1926.451(b)(1), (b)(3), (b)(4)

• Fully planked/decked between front uprights and guardrail supports. No gaps > 1 inch.
• Plank overlap: Minimum 12 inches over supports; extend 6–18 inches past end supports (unless cleated/hooked).
• Scaffold-grade plank (or rated manufactured decks). Inspect for splits, knots, rot.

4. Stability & Structure — 1926.451(c)(1), (c)(2), (c)(3)

• Base plates on mud sills (2x10 min) on firm, level ground. Adjusting screws for leveling.
• Vertical ties/guys to building structure at 4:1 height-to-base ratio (max 28 ft vertical, 30 ft horizontal intervals). At 22 ft, you need ties.
• Cross-bracing installed per manufacturer; do not remove for access.
• Legs plumb and braced to prevent sway.

5. Falling Object Protection (Below) — 1926.451(h)(1)–(3)

• Toeboards (above), screens/mesh/panels between toeboard and top rail if materials stacked higher than toeboard, or canopy/debris net below.

6. Inspection — 1926.451(f)(3)

• Competent person must inspect before each shift and after any event affecting integrity. Tag system (Green/Red) recommended.

7. Load Capacity — 1926.451(a)(1), (a)(6)

OSHA requires specific safety measures for frame scaffolds at 22 feet (approximately 6.7 meters) under 29 CFR 1926 Subpart L – Scaffolds.

Key requirements for the scaffold itself:

1. Guardrails: - Top rail: 38–45 inches above the platform (1926.451(g)(4)(ii)). - Midrail: Required approximately halfway between top rail and platform (1926.451(g)(4)(iii)). - Toeboards: Minimum 3.5 inches high if tools/materials could fall (1926.451(h)(1)).

1. Platform: - Fully planked or decked between front uprights and guardrail supports (1926.451(b)(1)). - No gaps >1 inch between planks and uprights (1926.451(b)(2)). - Planks must extend 6–12 inches over supports unless restrained (1926.451(b)(3)).

1. Base & Stability: - Scaffold must be erected on a sound, rigid footing capable of carrying loads without settling (1926.451(c)(2)). - Base plates and mudsills required on soil or uneven surfaces (1926.451(c)(2)(ii)). - Must be plumb, level, and squared; braces installed per manufacturer (1926.451(e)(1)).

1. Tie-ins: - Required when height exceeds 4x the minimum base dimension (1926.451(c)(1)). - For a typical 5-ft-wide frame scaffold, tie in at 20 ft height and every 20 ft vertically thereafter (1926.451(c)(1)). - At 22 ft, at least one tie-in is likely required—consult manufacturer’s specs.

1. Access: - Ladder, ramp, or stairway must be provided (1926.451(e)(1)). - Direct access from another scaffold or structure only if platforms are within 14 inches horizontally and 24 inches vertically (1926.451(e)(8)).

1. Load Capacity: - Must support its own weight + 4x the maximum intended load (1926.451(a)(1)). - Light-duty scaffolds: 25 psf; medium: 50 psf; heavy: 75 psf (1926.451(a)(6)).

Note: A competent person must inspect the scaffold before each shift and after any event that could affect integrity (1926.451(f)(3)). If unsure about erection, tie-ins, or load limits, consult a qualified person or licensed scaffold contractor—improper setup risks collapse. Always follow manufacturer’s instructions and local jurisdictional additions.
