The inspector will find adhesion failure well below the specified minimum (likely < 100 psi), and the failure mode will be adhesive failure at the concrete/coating interface (or cohesive failure in the weak surface layer).
Three code/spec violations guarantee this result:
- Insufficient Cure (ICRI CSP / ACI 301 / SSPC-SP 13): Pre-cast panels require 28 days minimum cure before coating (ACI 301-20 §4.2.3; SSPC-SP 13 §6.2). At 5 days, the concrete is still hydrating, pH is >12, and moisture vapor transmission (MVT) is extreme. The coating will trap moisture, causing osmotic blistering and saponification of the acrylic binder.
- Form Release Agent Contamination (SSPC-SP 13 / ASTM D4259): "Looks clean" is not a standard. Form release agents (wax, petroleum, or chemically reactive) create a bond-breaker film. SSPC-SP 13 §7.2.2 requires removal verification via water break test (ASTM D4259) or solvent wipe. Coating over it guarantees adhesive failure.
- Missing Surface Profile (ICRI CSP 3-5 / SSPC-SP 13): Pressure washing alone rarely achieves the required CSP 3–5 profile for high-performance acrylics on smooth pre-cast. Without mechanical abrasion (shot blast/grind), mechanical key is absent.
The Pull-Off Test (ASTM D7234 / ASTM D4541): The dollies will pop off at low pressure. The fracture face will show uncured cement paste / form release residue on the dolly face, proving the bond never formed to the sound substrate.
Remediation: Strip coating (SSPC-SP 11), wait for 28-day cure + acceptable MVT/pH, mechanically profile to CSP 3-5, verify cleanliness (water break test), then re-coat.
